Why do we need HALO?

Training on its own does not change practice. I have seen this for years, across the NHS, private healthcare and the care sector. A team books a course. People attend. Certificates are issued. Everyone means well. A few months later, the day to day practice often looks much the same as it did before.

That is not a failure of effort. It is what happens when we treat a completed course as the finish line, when in reality it is much closer to the starting line.

So the question I keep coming back to is a simple one. Not "did people complete the training", but "what reliably changed in practice afterwards, and is it still in place a year later".
